MurrCloud Projects / University Operations / Pilot
University governance where policy becomes an operational control.
A connected platform for policy, projects, budgets, procurement, contracts, research funding, assets, performance evaluation, training and audit evidence. AI helps people understand and prepare; the rules engine controls what the institution can submit, approve and pay.
01 / The operating problem
Policies do not create control until the workflow can enforce them.
Universities manage public funds, research grants, procurement, assets and teaching under overlapping national, ministry, funding-program and institutional rules. The project turns those sources into versioned clauses, role-separated workflows and evidence that stays attached to each decision.
Rules change with the money
The same purchase can be permitted, restricted or routed differently depending on its funding source.
Every role needs a boundary
Applicants, reviewers, finance, policy publishers and auditors must see different actions and data.
Evidence must be born with the work
Approvals, contracts, acceptance records, payment evidence and policy citations must remain linked.
02 / Platform architecture
AI interprets and assists. Rules and permissions execute control.
The platform separates the user experience, AI assistance, business applications, rules, shared data and institution-specific integrations. That boundary keeps generated guidance from silently becoming an approval or policy decision.
03 / One evidence chain
Trace an asset back to the budget decision that funded it.
Each record carries its upstream basis. A reviewer can move from an asset card to acceptance, payment, contract, procurement, project and budget performance without reconstructing the story from separate systems.
04 / Funding-aware controls
The source of funds determines the rule pack.
Eight funding categories carry different eligible uses, negative lists, adjustment authority and reporting obligations. Submission checks the funding type, expense category and amount, then blocks conflicts with a cited clause.
Project libraries, multi-year planning, category restrictions and required performance self-evaluation.
Direct and indirect cost boundaries, adjustment approval, external transfers and closeout controls.
No spending without budget, tiered approval thresholds and periodic execution reviews.
Demand investigation, anti-splitting checks, acceptance, registration and duplicate-purchase warnings.
05 / Performance and audit
Performance evidence is collected during execution, not assembled after it.
Goals begin at project initiation, progress is monitored during the year, year-end evaluation cites the source for every score, and results feed the next budget cycle. Audit views remain read-only and exceptions are separated for review.
Goal setting
Cost, output, outcome and satisfaction indicators are attached to the project before execution.
Periodic monitoring
Execution data drives monthly reporting, lagging-progress alerts and planned automatic indicators.
Audit-ready evidence
Risk checks flag over-budget spending, split procurement, missing asset registration and unsupported exceptions.
06 / Verified pilot snapshot
Built in stages, with delivery status stated plainly.
Snapshot verified on November 1, 2026. The platform remains in pilot and foundation-building. Counts are a maintained verification snapshot, not a real-time operating dashboard.
Governance that runs with the work
Need policy, operations and audit evidence in one system?
MurrCloud can connect institutional rules to the workflows, data permissions and evidence trails that make them operational.
